Thousands of low-income and poor people in Egypt escape the heat of the summer by spending time in swimming pools that have spread in clubs and youth centers or in the form of projects implemented by some in villages and popular areas. However, this outing may turn into a disaster with death by drowning, suffocation, or electrocution.
Shocking statistics on the number of drowned people
Veto opens the file of swimming pools that have spread widely in Egypt and have turned into death traps, as the spread of swimming pools is a positive point for the entertainment of Egyptians and expanding the base for practicing swimming, provided that safety and security standards are implemented.
The World Health Organization revealed on its official website that drowning is the third leading cause of death worldwide, accounting for 7% of all deaths related to injuries. It is estimated that more than 236,000 deaths occur due to drowning annually.
The World Health Organization added that drowning death rates are highest in Africa, exceeding by 27 times the drowning rates recorded in the United Kingdom and 32 times the rates recorded in Germany, which shows the scale of the disaster we are suffering from in Africa and Egypt.
Drowning, suffocation and electrocution… Swimming pools claim the lives of dozens
The death of a 24-year-old woman who drowned in the Media Club swimming pool has reopened the file, as those present were surprised by the girl’s drowning. The doctor was called and they decided to transfer her to Sheikh Zayed Specialized Hospital to confirm her death, as the initial diagnosis was drowning suffocation, amid criticism due to the absence of lifeguards and paramedics.
A female lawyer also died in a swimming pool in Banha city after suffering a heart attack during training. She was immediately transferred to the hospital, but she passed away.
A child named “Youssef M.S.”, 13 years old, drowned in a swimming pool in the village of Al-Deir Toukh at the end of last May. His body was recovered and taken to the hospital.
Swimming pool disasters did not stop at drowning, but extended to electrocution, as the 12-year-old child Hazem died of electrocution in a public swimming pool in the Marg area, as a result of an exposed wire in a refrigerator that was located next to the swimming pool. While the child was getting out of the water, he slipped on the ground and touched the exposed wire.
The child “Mohamed A” was killed after colliding with one of the barriers inside a swimming pool in Salam City, which caused him a fractured skull and complete bleeding that led to his immediate death. He died as a result of the negligence of those who sold their conscience for money and traded in the lives of children.
Deaths in swimming pools have become almost weekly in Egypt, and the crises have extended to cases of suffocation due to poor operation of swimming pools and high levels of chlorine in the water, which happened twice in the Tersana Club swimming pool during the last two years, and the incident was repeated in the Mit Al-Rumi Youth Center in Dakahlia Governorate.
Minister of Youth and Sports explains plan to combat drowning in swimming pools
Veto spoke to Dr. Ashraf Sobhi, Minister of Youth and Sports, to reveal the causes of deaths and injuries in swimming pools and the ministry’s plan to reduce them. The Minister of Youth and Sports confirmed that the spread of swimming pools is a healthy thing to reduce societal disparities, as they are now present in villages and hamlets, which allows the children of those villages to practice swimming and entertain themselves, provided that safety and security standards are followed to preserve the health of our children and youth.
The Minister of Youth and Sports added that in 2021, the Ministry launched the Egyptian code for safety and security factors in water bodies, including swimming pools and beaches, as part of the activities of the Egypt Without Drowning initiative.
The Minister of Youth and Sports confirmed that the codes for securing water bodies, including beaches and swimming pools, were implemented by the Supreme Executive Committee of the Egypt Without Drowning Initiative, which is headed by the Ministry and includes the Ministries of Defense, Interior, Local Development, Tourism, Health, Higher Education, and Education, in addition to experts from the Egyptian Diving and Rescue Federation. This is to confirm the solidarity of all and coordination with the relevant authorities in order to implement and achieve the goals of the initiative, in a way that guarantees the sustainability of its work and works to generalize the code to all villages, hotels, clubs, and youth centers that have a water body, whether beaches or swimming pools.
The Minister added that the water bodies security code requires a set of conditions and standards that must be available on beaches and swimming pools, in order to reduce drowning accidents. It aims to train and qualify lifeguards working on various beaches, and to ensure the availability of the necessary equipment to secure beaches and water bodies, in addition to holding awareness seminars and conferences for citizens to teach them basic rescue skills in various governorates.
Regarding the continued drowning cases despite the implementation of the initiative for more than two years, the Minister of Youth and Sports confirmed that swimming pools in Egypt are divided into three categories: the first is located in clubs and youth centers, the second is private companies licensed and advertised by the Ministry of Youth and Sports, and all of them strictly apply the code and safety standards and are subject to periodic inspection. As for the third category, it is private swimming pools “locals” that are implemented by some people without licenses, and the latter is the cause of the crisis.
Ashraf Sobhi stressed that the ministry has addressed local development and governors several times to form joint committees from these bodies to inspect unlicensed sports facilities, whether five-a-side pitches, swimming pools, health clubs and gyms in all villages and cities, especially since the matter affects national security to protect Egypt’s youth, and that any of these facilities will be closed immediately until their conditions are regularized, licenses are obtained and commitment to the safety and security standards code is confirmed.
He added that the ministry had formed more than one committee during the current summer to assess the security of water bodies in cooperation with the Diving and Rescue Federation to inspect swimming pools in sports and youth organizations and assess their safety levels, with instructions to close any swimming pool that does not comply with security standards immediately, and to refer the violating officials for investigation.
47 swimming pools closed
The Ministry of Youth and Sports announced the closure of 47 swimming pools and the suspension of all officials and workers responsible for operating these pools, especially regarding the requirements for chlorine levels and antitoxins, based on the directives of Dr. Ashraf Sobhi, Minister of Youth and Sports, to all youth and sports directorates in all governorates, as part of the launch of an inspection campaign on public and private swimming pools, to ensure the availability of health and technical requirements.
Mohamed El-Shazly, the official spokesman for the Ministry of Youth and Sports, confirmed that it was decided to immediately close 47 public and private swimming pools, and to suspend all officials and workers from operating those pools, especially regarding the requirements for chlorine levels, antidotes, the availability of administering facilities, and other requirements, as part of the campaign implemented by the ministry after repeated drowning and suffocation incidents.
It was also decided to cancel the licenses of a number of private companies operating within youth centers and clubs under the usufruct system that do not meet security and safety requirements, and to suspend those responsible for operating swimming pools that have been proven not to comply with security and safety requirements, and to assign the directors of the youth and sports directorates to submit a daily report to the ministry.
The official spokesman for the Ministry of Youth and Sports indicated that Dr. Ashraf Sobhi, Minister of Youth and Sports, stressed again the need to proceed with taking decisive and immediate measures to deal with any public or private facility that is proven not to comply with all security and safety requirements and controls in swimming pools and the immediate closure of non-compliant swimming pools.
The Ministry called for the necessity of all bodies, whether public or private, to adhere to the implementation of security and safety codes and to strictly apply the laws to those who do not comply, in coordination with the Ministries of Health and Local Development.

He pointed out that the Minister of Youth and Sports stressed the need to take decisive and immediate measures to deal with any public or private facility proven not to be committed to implementing all security and safety requirements and controls in swimming pools, and to immediately close swimming pools that do not comply with any of the requirements and controls, especially during the current period, which is witnessing millions of youth and young people visiting clubs and youth centers to practice various activities and events, especially sports and entertainment.
Hunting Club Pool Manager Reveals Optimal Operating Plan
Tarek Selim, the swimming pool manager of the Hunting Club, revealed the optimal operating plan for swimming pools to reduce risk factors and minimize the chances of death or injury, stressing that safety standards include several factors, the first of which is the presence of lifeguards who are present in the swimming pool according to an approved map to cover all points and everyone signs it to adhere to it, and their number is determined based on the size of the pool and those present in it, saying: “The Olympic pool has 6 lifeguards because those present are professional swimmers, in front of the recreational day for members there are 14 lifeguards to ensure the safety of the members present, while there are between 6 and 10 lifeguards in the children’s pool.”
He added that these lifeguards have all the tools to intervene in emergencies, such as emergency collars and rescue tubes (rescue bananas). They are also required to have taken first aid courses to intervene in emergencies, such as muscle strain for swimmers, shortness of breath, heart attack, and other injuries that may threaten the lives of those present in the swimming pool.
He stressed that the swimming pool at the Hunting Club has a clinic with doctors on a permanent basis and respirators, in addition to the presence of an ambulance dedicated to the swimming pool on a permanent basis to move it in case of emergency.
Salim stressed that the second factor of safety and security is ensuring the safety of the water, as it is treated with chlorine and acid (PH), and these things are measured 3 times a day, to ensure the percentage, especially since its increase causes serious harm and may expose those present to suffocation, and its deficiency also leads to health problems due to the poor quality of the water, stressing that swimming pools in large clubs rely on a “digital” device that determines the water levels continuously to ensure its safety, unlike some public pools that rely on the “municipal method”, and days pass without measuring the levels of chlorine and acid in the water, which causes disasters.
He continued that the matter did not stop at death in the swimming pool, but there are risks of infection and bacteria caused by water pools that are poorly maintained and cleaned, which is that the pH becomes very acidic, which can lead to irritation of the skin and eyes, and bacteria may be transmitted from swimming pools that cause diarrhea, cramps or vomiting, which makes adherence to updates to confront these risks a must.
